b4ad772933 Move the Changelogs to maintainer-clean. 
As they need git to be generated, you don't want them to disappear when you do make distclean in sources extracted from the tarball

16402c26de Don't attempt to create ChangeLogs if not in a git-tree. 
There is no need to copy the files in that case thanks to VPATH.
That assumes you are using a source tarball then - if not, you are
screwed anywhow.

30c63030b4 * modules/gui/wxwindows/interface.cpp: disable the new wizard until it is useable.
