Now, nellymoserenc and aacenc no longer depends on dsputil. Independent
of this patch, wmaprodec also does not depend on dsputil, so I removed
it from there also.

This reverts the removal of scoefs from AACEncContext.
It resulted in scoefs being a NULL pointer when
search_for_quantizers() is called.

These macros are redundant. All uses are replaced with the generic
DECLARE_ALIGNED macro instead.
