Andreas Rheinhardt 7e2120c4d9 avcodec/mpeg12: Avoid unnecessary VLC structures 
Everything besides VLC.table is basically write-only
and even VLC.table can be removed by accessing the
underlying tables directly.

Andreas Rheinhardt fccb23b7dd avcodec/mpeg12vlc: Move MPEG-1/2 RL VLCs to it 
It is better place for these declarations than
mpeg12data.h as RL VLC are just a variant of VLCs.
