lavfi: add ProcAmp (color balance) VAAPI video filter.

Add ProcAmp(color balance) vaapi video filter, use the option
like -vf "procamp_vaapi=b=10:h=120:c=2.8:s=3.7" to set
brightness/hue/contrast/saturation.
