SwazRGB a8cd18faf3 fs: Implement fs.Time
Similar to fs.Duration but parses into a timestamp instead

Supports parsing from:

* Any of the date formats in parseTimeDates
* A time.Duration offset from now
* parseDurationSuffixes offset from now
