build: set user_allow_other in /etc/fuse.conf in the Docker image

This allows non root mounts to use the --allow-other flag

build: remove quicktest from Dockerfile

This is making docker builds take too long and it isn't the place of
the Docker file to be running unit tests.

Dockerfile: remove GOOS and GOARCH
...
GOOS and GOARCH being set like this makes it impossible to compile on
other archs.
For me GOARCH prevents compilation on my ARM machine.
For others GOOS will prevent windows.
