vf_softpulldown: remove this filter

Apparently it was completely broken and essentially did nothing. This
was broken sometime in early mpv or mplayer2 times.

Get rid of it. If you _really_ need it, wait until FFmpeg ports it from
MPlayer, which will happen very soon.
