Replace aiohttp-zlib-ng[isal] with aiohttp-isal (#115777)

* Replace aiohttp-zlib-ng[isal] with aiohttp-isal

The extra was causing wheel builds to fail

Since isal works on all of our supported platforms we can
always use it and drop the need for zlib-ng
