Merge bitcoin/bitcoin#27179: guix: use osslsigncode 2.5 
285edfadca guix: use osslsigncode 2.5 (fanquake)

Pull request description:

  Switches to using a newer version of [osslsigncode](https://github.com/mtrojnar/osslsigncode) in our Guix environment.

  achow101 can you test this with some sort of WIndows code-signing dry-run (no-rush).

Repository Tools

Developer tools

Specific tools for developers working on this repository. Additional tools, including the github-merge.py script, are available in the maintainer-tools repository.

Verify-Commits

Tool to verify that every merge commit was signed by a developer using the github-merge.py script.

Linearize

Construct a linear, no-fork, best version of the blockchain.

Qos

A Linux bash script that will set up traffic control (tc) to limit the outgoing bandwidth for connections to the Bitcoin network. This means one can have an always-on bitcoind instance running, and another local bitcoind/bitcoin-qt instance which connects to this node and receives blocks from it.

Seeds

Utility to generate the pnSeed[] array that is compiled into the client.
